Permits in Rockland: it depends on your town

There is no county-wide tree permit, and New York State does not regulate private tree removal outside wetlands and their buffers. Each town and village sets its own rule, and they are very different: Clarkstown needs a permit for a second 8-inch tree within three years on the same lot, Nyack allows one 12-inch "significant tree" per three years with a replacement planting, Suffern permits every tree over 12 inches, and Orangetown, Spring Valley, Haverstraw and Stony Point have no permit for an ordinary removal at an existing home. Dead and hazardous trees are usually exempt, but you may still need to prove it. Each town page has the summary and the source.

Rockland County law: tree removal is listed as a "home improvement" under Chapter 286 of the Rockland County Code (Home Improvement Contractors, Local Law 4 of 2026), so any business paid to take down trees at a home in Rockland must hold a Rockland County home improvement contractor license from the Office of Consumer Protection, which requires insurance. New York State itself does not license arborists, so the county license and a certificate of insurance are what to ask for. You can check a license on the county's Licensed Businesses dashboard (rocklandcountyny.gov) or by calling Consumer Protection at 845-364-3901.

Common questions

How much does tree removal cost in Rockland County, NY?

Most tree removals in the Hudson Valley run $300 to $3,500, with a typical mid-size job landing around $600 to $1,500. A small ornamental under 30 ft can be a few hundred dollars; a large oak or tulip poplar over 60 ft near a house, needing a crane or a bucket truck, runs $2,000 or more. Rockland's steep lots, tight village streets and overhead wires push prices toward the higher end. See our tree removal cost guide.

Do I need a permit to remove a tree in Rockland County?

It depends entirely on your town or village. Clarkstown (New City, Nanuet, Congers, Valley Cottage) regulates removals of trees 8 inches and up on every lot; Nyack regulates trees 12 inches and up and allows one per three years with replacement; Suffern requires a DPW permit for any tree over 12 inches. Orangetown, Spring Valley, Haverstraw and Stony Point have no permit for an ordinary removal at an existing home. Street trees belong to the municipality everywhere. Our town pages summarize each ordinance with sources.

How much does it cost to cut down a 30-foot tree?

A 30 ft tree is on the line between small and medium. Published 2026 New York ranges put a tree under 12 inches in trunk diameter at about $300 to $600 and a 12 to 24 inch tree at $600 to $1,200. Add stump grinding (usually $100 to $400 per stump) if you want the stump gone too.

Is this site a tree company?

No. Rockland Tree Removal is a free matching service. The quote and the work come from an independent tree care company that holds a Rockland County home improvement contractor license (tree removal is listed as home improvement work under Chapter 286 of the county code) and carries liability insurance. New York State does not license arborists, so the county license is the credential to check.

Will my homeowners insurance pay for tree removal?

Only in specific cases. If a tree falls on a covered structure (house, garage, fence), the damage and the removal are usually covered, minus your deductible. If a tree falls in the yard and hits nothing, many policies cap debris removal at about $500 per tree and $1,000 per storm, and a dead tree removed before it falls is normally not covered at all. Check your policy or ask your agent.

When is the best time of year for tree removal in New York?

Late fall and winter. Trees are dormant, the ground is firm for equipment, there are no leaves to haul, and crews are less busy than in the spring and summer rush, which often means better prices and faster scheduling. Storm season (late summer through October) is the busiest and most expensive time to need a crew.
