Tree work in Haverstraw
Haverstraw is really three places: the dense riverfront Village of Haverstraw (row houses, two-families and the Harbors development), the Village of West Haverstraw, and the Town's hamlets of Garnerville, Thiells and the newer subdivisions off Route 202 and Willow Grove Road backing onto Harriman State Park and the High Tor ridge. Village lots are small and tight; Town lots are wooded, hilly and full of oaks, tulip poplars and dead ash.
For an existing home, none of the three has a stand-alone tree removal permit. The Town's tree rules are part of its zoning code and attach to building permits; the villages regulate street and public trees. Whoever does the work needs the Rockland County contractor license.
Do you need a permit to remove a tree in Haverstraw?
Town of Haverstraw (Garnerville, Thiells, Mount Ivy and the unincorporated areas): the Town's tree regulations sit in the zoning code (Chapter 167, Article XIII, Shade Tree Commission, § 167-91 to 167-94) and apply to timbering operations and anyone applying for a building permit. No building permit is issued until the plan shows every proposed tree removal, and on such a lot no live tree over 6 inches in diameter (measured 4 ft above ground) may be removed except where it is a hardship or danger, where buildings, driveways and recreation areas will go (plus 15 ft around the building), where cut-and-fill would kill it, or for selective thinning, with replacement as the Shade Tree Commission requires. For a homeowner who is not pulling a building permit, the Town code does not require a tree removal permit.
Village of Haverstraw and Village of West Haverstraw: neither village code has a private tree removal permit. West Haverstraw's Community Forestry law (Chapter 93) covers street and park trees: nobody may cut, prune, top or destroy a tree on public land, and planting in the right-of-way must follow the Village's species and spacing rules. In the Village of Haverstraw the trees in the street right-of-way are the Village's; ask the Village before touching one.

Haverstraw questions
How much does tree removal cost in Haverstraw, NY?
Published 2026 New York ranges: $300 to $600 for a small tree, $600 to $1,200 mid-size, $1,200 to $2,200 for a large oak or poplar, and $2,000 to $3,500 and up for crane work over a house. Village lots with no side-yard access and hillside lots in the Town both push a quote up; open subdivision lots in Thiells bring it down.
Do I need a permit to remove a tree in Haverstraw?
Not for an ordinary removal at an existing home. The Town's 6-inch rule applies to lots with a building permit application and to timbering; the villages regulate street and park trees only. If you are building, the tree plan is part of the permit.
Are the tree companies licensed?
Rockland County requires a county home improvement contractor license and insurance for tree removal at homes. We only refer to licensed companies; ask for the number.
