Tree work in Suffern

Suffern is the western gateway to Rockland, a village of older homes on hilly lots under the Ramapo Mountains, with Harriman State Park and Mahwah, NJ right over the line. Big oaks and hemlocks on slopes, trees over the Mahwah River and Ramapo River, and a lot of storm damage coming off the ridge make up most of the tree work here.

The Village has had a tree removal permit law since 1996: any tree over 12 inches on private property needs a permit from the Department of Public Works before it comes down, and the penalties for skipping it are steep.

Do you need a permit to remove a tree in Suffern?

Private yard trees: under the Village of Suffern code (Chapter 251, "Tree Removal," adopted 1996 and amended 2013), no person or company may remove, cut down or destroy any tree with a trunk over 12 inches in diameter (measured 4 inches above the ground) on private property without a permit from the Superintendent of the Department of Public Works. Permits are granted when the tree is a hardship or a danger to the public, the owner or a neighbor; when it is diseased or threatens other trees; or when it substantially interferes with a permitted use of the property and there is no practical alternative. Applications on property where development is proposed are referred to the Planning Board. A denial can be appealed to the Board of Trustees.

Penalties: up to $5,000 and/or 15 days per tree, plus mandatory in-kind replacement (several trees if the one removed was too large to replace), and no certificate of occupancy for new construction until the replacements are in. Smaller trees are not regulated by the chapter.

The unincorporated Town of Ramapo areas just outside the village (Hillburn and Sloatsburg are their own villages; Airmont and Montebello too) follow different rules.
