Tree work in New City
New City is the county seat and the biggest hamlet in Rockland: 1950s to 1980s colonials, splits and ranches on half-acre lots off Little Tor, New Hempstead and Phillips Hill roads, many of them carved out of oak-hickory woods that are now 70 to 100 years old. Lots that back onto the Palisades Interstate Parkway, High Tor and Dater Mountain have big oaks, tulip poplars and dying ash within reach of the roof.
Clarkstown's tree law is one of the stricter ones in the county and it applies to existing homes, so the first question for any New City quote is whether the job needs a Town permit. Steep-slope lots on the Tor ridges and anything near the Demarest Kill or Pascack Brook almost always do.
Do you need a permit to remove a tree in New City?
Private yard trees: New City is in the Town of Clarkstown, whose Tree Preservation law (Chapter 270, adopted 2013 and most recently amended by Local Law 10 of 2026 on July 14, 2026) applies to every property owner, including owners of existing homes. A tree removal permit from the Department of Engineering and Facilities Management (DEFM) is required before you remove: more than one tree of 8 inches or more in diameter (DBH, measured 4.5 ft up) per 5,000 sq ft of lot per three calendar years; any tree 8" and up in the Town Historic District or on a historically designated property; any tree in a state or federal wetland or within 25 feet of the top of a drainageway bank; any tree on steep slopes; trees 8" and up tied to new single-family construction; and any plant the DEC lists as protected. In plain terms, one big tree on a typical quarter-acre lot every three years is yours to take down without a permit; the second one in that window, or anything near a stream or on a slope, needs the permit.
Exempt: dead trees (verified by DEFM or a certified arborist), trees posing an imminent danger to a structure, vehicle or pedestrians (you must give the Town documentary evidence within seven days of removal), DEC-listed invasive species, and trees shown for removal on an approved tree preservation plan. The permit must be posted so it is visible from the street, and the trees to be cut are marked with red tape, not paint. Removing a regulated tree without a permit means replacing it with a 3-inch-caliper tree (8 ft if evergreen) plus a fine. The application fee follows the Town's consolidated fee schedule.

New City questions
How much does tree removal cost in New City, NY?
The same ranges as the rest of Rockland County: small trees from about $300 to $600, mid-size trees $600 to $1,200, large oaks and poplars $1,200 to $2,200, and crane jobs over a house $2,000 to $3,500 and up, with stump grinding $100 to $400 per stump (published 2026 New York industry figures). New City's half-acre lots usually give crews decent access, which keeps prices toward the middle of those ranges.
Do I need a permit to remove a tree in New City?
Only in the situations the Town of Clarkstown lists: a second tree 8 inches or bigger on the same lot within three years, trees near wetlands or streams, trees on steep slopes, Historic District trees, or trees tied to new construction. Dead and hazardous trees are exempt but you must be able to prove it. The rules are summarized above with the Town's contact.
Who handles street trees in New City?
Trees in the Town right-of-way along a Clarkstown road belong to the Town; call the Highway Department rather than a private crew. On a County road (Route 304, Little Tor, Phillips Hill) the County Highway Department is the owner.
