Tree work in Spring Valley
Spring Valley is Rockland's most densely built village: two-family houses, converted older homes and apartment blocks on small lots around Main Street and Route 45, with big old street maples and sycamores, many of them in the strip between sidewalk and curb. A lot of the tree work here is limbs over wires, over a neighbor's roof or over a parking area, and multi-unit landlords asking for a price on several trees at once.
The Village has no permit requirement for taking down a tree on private property, but it does have a code that can order you to remove dead or dying trees and limbs, and the trees between your lot line and the curb are your responsibility to maintain even though they are in the public strip.
Do you need a permit to remove a tree in Spring Valley?
Private yard trees: the Village of Spring Valley code (Chapter 79, "Brush, Hedges, Weeds and Trees") does not require a permit to remove a tree on private property. It works the other way: when the Building Inspector, Code Enforcement, the Fire Inspector or Public Works decides that dead or dying trees, stumps, limbs or overgrowth on a lot are a hazard, the owner must remove them within five days of notice (less in an emergency), or the Village removes them and adds the cost to the tax bill, with fines from $25 up to $5,000 for repeat violations. Brush and plantings within 10 ft of a street, and within 25 ft of an intersection, must be kept under 2.5 ft.
Street trees: Article II of the same chapter (the Community Forestry Law) puts street and park trees under the Village's Community Forestry Commission; nobody may top a street tree, and planting in the right-of-way must follow the Commission's species and spacing list. At the same time § 79-1 makes the owner responsible for maintaining and pruning the trees, shrubs and grass between the property line and the curb, so a limb from the curb-strip maple over your sidewalk is normally your job, with the Village's Department of Public Works as the place to ask first.
Note: Spring Valley is inside the Town of Ramapo, but as an incorporated village it runs its own building and code enforcement; Ramapo's town rules do not add a tree permit here. A tree company that works in the unincorporated parts of Ramapo next door (Monsey, Hillcrest) also needs Ramapo's landscaping permit ($40 per vehicle) in those areas.

Spring Valley questions
How much does tree removal cost in Spring Valley, NY?
Published 2026 New York ranges: $300 to $600 for a small tree, $600 to $1,200 for a mid-size one, $1,200 to $2,200 for a large maple or oak, and $2,000 and up for crane work over a building. Spring Valley's tight lots, wires and parked cars mean more rigging, so expect the upper half of each range. Multiple trees on one visit usually lower the per-tree price.
Do I need a permit to remove a tree in Spring Valley?
No, not for a tree on your own property. The Village code regulates street and park trees and lets the Village order hazardous dead trees removed, but it has no private tree-removal permit. If the tree is in the curb strip, check with Public Works first.
Are the tree companies licensed?
Rockland County requires every business doing tree removal at a home to hold a county home improvement contractor license with insurance. We only refer to licensed companies; ask for the number.
